A form builder should get a question in front of people and get clean answers back without friction. We assessed the leading tools against the same five criteria, then ranked the seven we would actually trust with real data, tradeoffs included.

Jotform
Best overall
The most capable all rounder here. A vast template library, deep conditional logic, payments, and integrations cover almost any form you can imagine, and the free plan is usable for light needs. The tradeoffs are a busy interface and seats that stay single user until Enterprise, so a team of three means three subscriptions.
Forms that feel like a conversation, asked one question at a time. The design polish lifts completion rates and it is a pleasure to fill in. Pricing is tied to monthly responses rather than features though, so a popular form can get expensive fast, and the data tools are lighter than rivals.
A genuinely generous free tier with unlimited forms and submissions, wrapped in a Notion style editor that feels modern. Most people can run on the free plan indefinitely. The catch is a younger ecosystem and fewer enterprise controls, with white labeling and custom domains reserved for the Pro plan.
Punches well above its price on logic. Repeating sections, calculations, and payments are built in, and even the free plan can take a payment. Design is more functional than beautiful and the integration list is shorter than Jotform's, but for complex internal forms on a budget it is hard to beat.
The most design forward builder here, closer to a page editor than a form tool. You can sell products, take bookings, and style every detail, which suits agencies and creators. The entry price is higher than most and there is a real learning curve before it clicks.
The default for serious surveys and research, with strong question logic, benchmarks, and analysis built around feedback at scale. For general or transactional forms it is overkill and pricey, response caps are annual, and team plans start at a three seat minimum.
Free, familiar, and wired straight into Sheets, which is all many people need for a quick survey or signup. It is the easy default. Design is plain, logic is basic, there are no payments, and some views start to break once a form passes tens of thousands of responses.
